SOUTH LAKE TAHOE, Calif. — Medical marijuana advocates are getting organized ahead of a Thursday meeting where the South Lake Tahoe City Council could approve an ordinance regulating cultivation of the controversial plant.
The second reading of the city's cultivation ordinance is scheduled for the consent agenda portion of Thursday's meeting agenda, meaning it will only be discussed if a council member or person from the public requests it.
The City Council tentatively approved the growing regulations at a sparsely attended July 27 special meeting. Approval on Thursday would allow the regulations to take effect after 30 days.
The council meets starting at 9 a.m. at Lake Tahoe Airport, 1901 Airport Road.
Under the proposed ordinance, outdoor cultivation of medical marijuana would be banned, indoor cultivation would be limited to 50 square feet per residence and lighting would be restricted to 1200 watts.
The use of commercial property, extension cords and gas products like carbon dioxide and butane in the cultivation of medical marijuana would also be banned.
The proposed ordinance would require cultivation areas to be inspected by a building official, who “may require additional specific standards to meet the California Building Code and Fire Code, including, but not limited to, the installation of fire-suppression sprinklers.”
Renters would be required to obtain written permission from a property owner prior to growing medical marijuana. The permission would need to be notarized and filed with the police department, according to the proposed ordinance.

L.A. deputy smuggled drugs into jail sentenced four years in prison |

Peter Paul Felix, former Los Angeles County sheriff’s deputy convicted of attempting to smuggle drugs into a Castaic jail where he worked was sentenced Tuesday to four years in prison.
Peter Paul Felix, 27, mouthed “I love you, guys” to his sisters and girlfriend as he was escorted in handcuffs from the downtown L.A. courtroom. Felix, a two-year veteran, was arrested in October 2008 carrying 161.5 grams of heroin, 24.4 grams of methamphetamine and 51.5 grams of marijuana.
Terance Anthony Warner, Also sentenced Tuesday, who was an inmate at the North County Correctional Facility and allegedly helped arrange for Felix to deliver the drugs.
Superior Court Judge James Bianco sentenced Warner.

Marijuana, whose botanical name is cannabis, has been used by humans for thousands of years. It was classified as an illegal drug by many countries in the 20th century. But over the past two decades, there has been a growing movement to legalize it, primarily for medical purposes.
In November 2010, Californians will vote on a ballot measure that would legalize it outright, and tax and regulate marijuana use.
Currently 14 states allow the use of marijuana for pain relief, nausea and loss of appetite by people with AIDS, cancer and other debilitating diseases. Those laws, however, are at odds with federal with federal law. The federal government continues to oppose any decriminalization of the drug. And while the Obama administration has signaled some leeway when it comes to medical marijuana, raids on dispensaries and growers by law enforcement agencies are still common — even in California, where the industry effectively began in 1996, with the passage of the landmark Proposition 215, which legalized medical marijuana.
Rules vary widely in the states that allow medical marijuana. Some states require sellers to prove nonprofit status — often as a collective or cooperative — and all states require that patients have a recommendation from a physician. But even those in favor of medical marijuana believe that the system is ripe for abuse or even unintentional lawbreaking.

Cash-strapped Long Beach seeks to tax marijuana |

Long Beach could join several other California cities in seeking to boost city coffers by taxing marijuana.
The City Council on Tuesday will consider a proposal to place a measure on the November ballot that would levy a 5% tax on medical marijuana collectives.
Another tax of up to 10% on other marijuana businesses would go into effect only if California voters also pass Proposition 19, which would legalize, regulate and tax marijuana for recreational use.
Long Beach's proposal, drafted by the city’s Department of Financial Management, also calls for taxing medical marijuana cultivation sites at .0075 cents per square foot.
