Billings police take on duty of delivering medical pot when parcel services won't |

BILLINGS - The conflict between state and federal laws over the legality of medical marijuana is forcing some law enforcement officers to take on the unwelcome duty of delivering pot that caregivers attempt to ship through a parcel service.
Over the past year, the Billings Police Department has received an increasing number of calls from FedEx and UPS workers who discover packages containing what appears to be legal medical marijuana. A police investigator must then pick up the package, make phone calls to determine whether it is a legal product produced by a medical marijuana caregiver who is registered with the state and notify the distributor to retrieve the shipment.
All that can add up to several hours of police time. Then, the caregiver may not pick up their product, saddling the cops with returning the marijuana to them personally.
"We don't want to be in the middle as a broker," said Billings Police Chief Rich St. John. "We're wasting a lot of time investigating and looking into legitimate businesses."
Montana's medical marijuana law allows caregivers to possess six plants or 1 ounce of marijuana for every patient. Both patients and caregivers must register with the state Department of Public Health and Human Services, and patients must identify who is their caregiver.
Despite this limited legalization of marijuana for some medical uses, the parcel services refuse to transport the drug, even if it stays within the state's borders.

California’s prison population has peaked with 170,000 inmates! To put that in perspective, that’s 70,000 past the legal maximum capacity, and more inmates than all of the jails of France, Great Britain, Germany, Japan, Singapore, and the Netherlands – combined, according to journalist Eric Schlosser’s essay “The Prison Industrial Complex.” Inmates are literally pouring out of the facilities; onto the yards, into gymnasiums, dining halls, and elsewhere. This pandemonium is confined to about 35 penitentiaries, give or take, due to the continual rise in prison expansion, in which I’ll end upon.

Regardless of how one feels about marijuana in general or medical marijuana in particular, it is clear that the current bill pending in the New York Legislature, to allow medicinal uses of marijuana, has too many problems to move forward in its current form.
Given the potential for abuse associated with marijuana, it is important that any bill proposed includes proper measures to ensure that the use of smokeable marijuana for "medicinal purposes" does not lead to further abuse. Strong legislation in this area should include mechanisms to prevent easy access to marijuana by people who are trying to circumvent current laws, and that the dispensing mechanisms are controlled enough that neighborhoods are not adversely impacted.

LANSING - Some local residents pounced today on a proposed ordinance that would regulate medical marijuana dispensaries in the city of Lansing.
If approved by the Lansing City Council, the ordinance would require a permit for commercial establishments growing, storing or dispensing of medical marijuana, including for home delivery.
Background checks would be required, and no one with a felony conviction involving illegal drugs could attain a permit.
Residents raised concerns about privacy and dispensaries being a potential catalyst for more crime.
However, “the majority of the medical marijuana community is very law abiding,” said Robin Schneider, president of the Capital city Compassion Club. “I hope that you guys will trust or have a little bit of faith.”
Lansing City Council’s Public Safety Committee started reviewing the proposed ordinance today. In two weeks, it will seek more input from representatives from the Michigan Department of Community Health and Lansing Police Department.
